This is the correct emblem of Taiwan's Chinese Naval Academy. It appears at the centre of the dark blue Academy flag, with six Chinese letters meaning 'Naval Officers' School' in white above forming an arc.

Political Warfare Academy

[Chinese Naval Academy - Taiwan] by Ministry of National Defense

This is the emblem of of the ROC Ministry of Naitonal Defense (Taiwan). The emblem appears on the orange flag of the ministry, which is also the flag of the Political Warfare Academy. The Minister of Defense's flag is similar, but with yellow borders all round. That of Chief of Defense Staff also has the area inside the ears of rice in light blue.

The badge concerned are from the official ROC Ministry of National Defense website, www.mnd.gov.tw . I am not sure if the flags I described is used now, but it was certainly used at the time of the death of President Chiang Ching-Kuo (exactly 15 years ago).
